IEP organises working holidays to a range of countries and also
assist people visiting NZ on a working holiday visa - through our
Work New Zealand
(WNZ) program. In the next 12 month we project over 2000
participants on WNZ, of which 1000 will be from the US, 250 from
Canada and 250 from the UK.
Especially among the US participants there is a widespread desire to
stay in New Zealand and possibly permanently migrate here.

IEP is actively working with NZIS to instigate this process.

Simultaneously, I am the director of a joint venture called
Adventure Training New Zealand (ATNZ). ATNZ is a 12 week course,
training students to become outdoor instructors. A similar course
(GapYear Experience) is currently operated in Christchurch, catering
for NZ students, and attracts around 40 students every year. Many
graduating students go on to work at summer camps in the US or UK.

Students gain skills in rock climbing, sea kayaking, white water
rafting and kayaking, caving and exploration, wilderness travel and
outdoor living.
There is also a great emphasis on developing technical skills,
personal development and life skills as well as risk management. All
together, it is an amazing learning experience for all students.

ATNZ is aimed at attracting students from overseas to the course.
However, instead of being _base_d solely in Christchurch, students
will travel around the South Island for 12 weeks and undergo their
training in the most beautiful outdoor locations. All food,
accommodation and gear is provided through the course.

Most students will come to NZ on a working holiday visa (allowing
them to study for 12 weeks) and then be encouraged to stay and work
in the adventure industry. We find it more than likely that many of
the students will be very keen on staying for longer in NZ and may
even consider permanent migration.

A DLE-sized flyer has been produced and a website is currently being
designed. The feedback from Bruce was, that NZIS is very interested
in attracting overseas students and we believe this course would be
the ideal entry into New Zealand life and a fast track to long-term
employment.

On this basis, I would like to ask if you would be interested in
receiving a pack of flyers and add ATNZ to the _selling points_ when
you talk to potential immigrants?

Wellington, Nov 12 - The Government was working on ways to bring
more skilled immigrants into the country but did not want a flood of
cheap labour, Immigration Minister Paul Swain said today.

Figures released yesterday showed the unemployment rate at its
lowest in nearly a generation at 3.8 percent for the September
quarter.

The release of the figure prompted further calls from industry
groups for the Government to bring in more immigrants, saying they
are facing a shortage of workers -- including in the horticulture
industry where they cannot get enough fruit pickers.

Business leaders say immigration rules should be relaxed to
alleviate the shortage of skilled employees.
However, unions have argued higher wages are needed to keep
skilled New Zealanders from leaving the country in search of better
pay.

Mr Swain today told National Radio there was ``no quick fix_ to
the problem but the Government was working to bring in more skilled
immigrants.

``We_re concentrating on obviously quality but what I_m not keen
to do is flood New Zealand with a whole pile of cheap labour which
obviously is not good in the long term for New Zealand and drives
New Zealand wage rates down.

``This is a really interesting time in New Zealand because for a
long time we had too many people not enough jobs, now we_ve got too
many jobs and not enough people. We haven_t been in this place for
about two decades._

Mr Swain said that in the short term there had to be ``some
immigration solutions_ to help the horticulture industry find
workers and the Government was working with that industry on a
strategy.

``But in the long term, that industry, and there_s an agreement
around this, that they_ve got to look at their own employment
practices, upskilling, better wages and conditions, looking. at
using other pools of labour, for example, women at home._
